Inception is a movie about a world within our minds, where ideas can be planted to influence our decisions. In order to plant these ideas, there has to be an architect. Someone who can manipulate the mind to make the person think that they're still dreaming and they're not being harmed. They're supposed to believe it's a regular dream. The architect manipulates all of their surroundings to their advantage.
